  1. Other than the hexes, the most notable addition is the removal of the religion system and the addition of city-states. City-states are basically neutral and weak cities that are not there to compete with your units and in fact do cannot go outside their own city. However, these city-states can be conquered or allied with for more combat bonuses. If you do choose to form an alliance rather than conquer a city-state know that a city-state can only form an alliance with one major leader at a time. They can also request that your unit perform a certain task like attack another city or even clear out the local barbarians. Technology trees are unique to each city-state as well as unique personalities. When you have both of these traits on a city-state it makes for different outcomes if you form an alliance with them.
